This starts with coaching players how to play the game safely, and it also includes continuing education for coaches as well as requirements for medical coverage at matches and emergency action plans for all clubs.

COVID-19

coronavirusball-red-cdchighrez1RIL and its clubs must comply with the World Rugby (“WR”) Safe Return to Rugby guidelines (“WR COVID-19 Guidelines”) and the USA Rugby Return to Play (“RTP”) Guidelines (“USA Rugby COVID-19 Guidelines”) that regulate rugby training and competitions during the COVID-19 pandemic. Both of these documents require RIL and its clubs to comply with government mandated COVID-19 guidelines.

The State of Illinois, US Centers for Disease Control (“CDC”), WR COVID-19 Guidelines and USARFU COVID-19 Guidelines allow RIL to determine and manage the resumption of training and matches. The RIL Compliance Committee is responsible for implementing COVID-19 policies and procedures, assuring RIL clubs comply and communicating and updating a handbook, protocol and COVID-19 rules. The Executive Committee has also appointed Tim Walsh, Compliance Committee Chair as the LAU (local area union) Compliance Officer and John Honcharuk, RIL Medical Officer as the RIL COVID-19 Manager.

In addition to the WR and USA Rugby RTP guidelines, Rugby Illinois activity during the pandemic will be managed in compliance with two government body’s standards:; CDC guidance including the considerations for Youth Sports and Recommendations for Fully Vaccinated People; and the Illinois Department of Public Health and Department of Commerce and Economic opportunity Restore Illinois’ five-phased plan to reopen the state including its mitigation tier and bridge guidance and Restore Illinois’ All Sports Policy that assigns rugby as a Higher Risk sport and sets four levels of play depending on the phase of the current health plan and the sport’s assigned risk. Current statuses as of April 4, 2020 are:

  • Restore Illinois Five-Phased Public Health Plan is at Phase 4
  • USA Rugby Return to Play Stage Guidelines is at Stage 5.
  • Restore Illinois All Sports Policy is at Level 3 for full contact, flag and touch rugby.

  • The Restore Illinois All Sports Policy addresses three levels of Mitigation Tiers at Phase 4 which limit activity if the Illinois COVID-19 numbers regress.
  • Intra-state matches within a conference is allowed throughout the state as long as the Region of both clubs is not under a Mitigation Tier. Non-conference competition is limited to a 30 mile radius.  Interstate competition is not allowed during Phase 4.
  • Masks must be worn by all participants at all times.

In compliance with WR and USARFU guidelines, the RIL Executive Committee has approved the adoption from the Midwest Rugby Football Union COVID-19 Return to Play Handbook with certain modifications as the RIL COVID-19 RTP Handbook. The Compliance Committee has also adopted from the Chicago Lions’ RTP Protocol as a model RIL COVID-19 RTP Protocol. Both of these documents are available via links below.

Please know that all decisions made by RIL leadership are done with the safety of players, family members, coaches, administrators and referees as our foremost priority and responsibility. RIL will continue to follow the recommendations of the State of Illinois and the CDC as it evaluates the science related to this pandemic. RIL’s administration is committed to taking all precautions necessary in order to decrease the risk of disease transmission.

Concussion Management

Rugby Illinois adheres to the strict requirements of World Rugby and USA Rugby as well as Illinois State Law with regard to concussion management and return to play protocols.  See below for more information.

Emergency Action Plan

Prior to hosting a rugby match or event, each club or school must submit an Emergency Action Plan.  This plan must be reviewed and submitted annually.

Medical Officials

A licensed healthcare professional must be present for the duration of any match.

Prior to hosting a match or event, each club is required to submit the list of medical officials that will be present at each home match prior to hosting.  Please include the official’s full name and license number.

All medical officials must meet one of the following qualifications:

    1. Certified Athletic Trainer (ATC) current with NATA and licensed to practice in Illinois
    2. Physician (MD) licensed to practice in Illinois
    3. Chiropractor (DC) licensed to practice in Illinois
    4. Registered Nurse (RN) or Nurse Practitioner (ARNP) licensed to practice in Illinois
    5. Certified Emergency Medical Responder (EMR), Emergency Medical Technician (EMT, A-EMT), or Paramedic licensed to practice in Illinois

It is also recommended (not required) that medical official complete the Concussion Management for Doctors and Healthcare Professionals learning module from World Rugby.

Coaches

All coaches must complete the First Aid in Rugby and Concussion Management courses annually prior to the summer AGM in July, if participating in the fall season, or prior to the winter AGM in December, if participating in the spring season.
